J. Chad McLamb, CPA

Deputy County Manager – Director of Finance

Chad McLamb has been employed with Johnston County for 21 years, was appointed Director of Finance in 2008 and assumed additional duties as Deputy County Manager in 2014.  Prior to 2008, Chad served as Internal Auditor for the County.  Chad has a Bachelor of Science Degree in Accounting from North Carolina State University and is a Certified Public Accountant.

Tyson B. Radford, CLGFO

Deputy Finance Director – Operations

Tyson Radford began working with the County in January of 1996 after just over four years of employment as a staff accountant with a local CPA firm. Tyson has been with the county for over 26 years, initially employed as an Accounts Receivable Technician in the County’s Finance Department and then being named Assistant Finance Director in February 2001.   He received a Bachelor of Science Degree in Business Management (emphasis in Accounting) from the University of North Carolina – Wilmington and became a Certified Local Government Finance Officer in January 2010.

Martha Lasater joined the County in 2008 after 16 years as Financial Analyst and then Senior Financial Analyst in the Debt Management Section of the North Carolina Local Government Commission (the “LGC”), a division of the North Carolina State Treasurer’s Office.   With the LGC, Martha worked with local governments in the State on the approval and issuance of debt.  Martha oversees the County’s debt portfolio, capital project funds and grants for capital projects, and coordinates the preparation of the County’s Annual Comprehensive Financial Report.  Martha holds a Bachelor of Science in Business Administration and a Master of Business Administration from East Carolina University.
